金中都城遗址公园概念性设计方案征集资格预审公告

Announcement on Prequalification of Solicitation of Proposals for Conceptual Design of Jin Dynasty Capital City Wall Relics Park

  北京丽泽金融商务区管理委员会、北京市丰台区园林绿化局、北京市丰台区文化和旅游局作为主办单位现举办“金中都城遗址公园概念性设计方案征集”活动。本次方案征集活动将公开邀请具有相关设计经验的设计机构前来申请应征，提交资格预审申请文件。通过资格预审选取3个应征人参加征集活动，并提交应征设计成果。

  Beijing Lize Financial Business District Management Committee, Bureau of Gardening and Greening of Fengtai District, Beijing, Bureau of Culture and Tourism of Fengtai District, Beijing (as the Sponsors) are now jointly holding an event of “Solicitation of Proposals for Conceptual Design of Jin Dynasty Capital City Wall Relics Park”.We publicly invite design agencies worldwide with related design experience to apply for the Prequalification and submit the Prequalification Application Documents.The Sponsor will select three applicants as Participants for solicitation of proposals and for them to further submit their design proposals for response.

  1.项目概况

  项目名称：金中都城遗址公园概念性设计方案征集

  Project name: Solicitation of Proposals for Conceptual Design of Jin Dynasty Capital City Wall Relics Park

  项目位置：位于丽泽金融商务区核心区范围内，北临三路居路，南临金中都南街。

  Project location: In the core area of Lize Financial Business District, the area block attaches to the Sanluju Road on the north, and the Jin Dynasty Capital City South Street on the south.

  项目范围及规模：

  Scope and scale of the project:

  本次设计范围为金中都城遗址公园（以下简称“遗址公园”），面积约15.02公顷，研究范围为遗址公园和周边的三个文化设施用地。

  Design area: Jin Dynasty Capital City Wall Relics Park (hereinafter referred to as the "Wall Relics Park"), with an area of about 15.02 hectares; the research area includes the Wall Relics Park and three surrounding cultural facilities.

  Design Specifications: Proposals for Conceptual Design of the Wall Relics Park

  征集设计周期：征集阶段设计周期约60天。

  4.应征申请人的资格

  4.Eligibility and Qualifications of Applicants

  4.1应征申请人应为合法注册的法人实体或由合法注册的法人实体组成的项目联合体。

  4.1 Any Applicant shall be a legal entity that has been legally incorporated in accordance with laws or a project consortium composed of legal entities that have been legally incorporated in accordance with laws.

  4.2应征申请人须具有园林景观的设计经验。

  4.2 Applicants shall have had design experience of landscape.

  4.2.1中华人民共和国境内的应征申请人须提供风景园林专项设计甲级及以上资质。

  4.2.1 Applicants within the People's Republic of China shall have the Landscape Architecture Engineering Design Qualification Class-A or above.

  4.2.2中华人民共和国境外的应征申请人须依本国或本地区的管理规定具有风景园林设计的执业许可或经营许可。若依该国或该地区有关管理规定风景园林设计的法人应具有相应的执业资质或资格或营业许可，则需提供相应资质或资格或营业许可证明资料；若依该国或该地区有关管理规定，不要求风景园林设计法人具有相应执业资质或资格或营业许可，仅对风景园林设计师个人要求具有相应资格或执业许可，则需提供该法人机构的风景园林设计师本人的注册或执业证书或会员证明材料，同时设计机构应说明该国或该地区有关风景园林设计从业或营业的管理规定。港澳台设计机构的资格要求参照境外设计机构资格要求的规定。

  4.2.2 The Applicants outside the People's Republic of China should have a practice license or business license for landscape design in accordance with the national or local administrative regulations.If the legal person of landscape design should have an approval of corresponding practice or qualification or business license in accordance with relevant national or local management regulations, it shall provide documentary evidence for its approval of corresponding practice or qualification or business license; if in accordance with the relevant national or local management regulations, the legal person of landscape design is not required to have got the approval of corresponding practice or qualification or business license, and only the individual landscape architects are required to have the approval of corresponding qualification or practice, then the landscape architects’ registration or practice certificate or member certification materials should be provided by the legal person, and the design agency should state national or local management regulations on employment or operation of the landscape design business.The qualification requirements for design agencies in Hong Kong, Macao and Taiwan should refer to the provisions on the qualification requirements for overseas design agencies.

  4.3 本项目接受联合体应征。

  4.3 The Consortium is accepted in this Project.

  4.4 除联合体内部的成员外，参加征集的应征人之间不应存在关联关系。

  4.4 Except for partners of a Consortium, the Participants in the solicitation shall not constitute or bear any affiliations.

  5.资格预审文件的获取

  5.Obtaining Prequalification Documents

  本项目的资格预审文件在北京科技园拍卖招标有限公司网站下载。

  The prequalification documents for this project can be downloaded from the website of Beijing Science Park Auction &Tender Co., Ltd.

  有意向参加应征的应征申请人需先在北京科技园拍卖招标有限公司网站（www.bkpmzb.com）下载资格预审文件领取登记表，填写完成后以Word版本E-mail至征集指定邮箱kjysanbu@163.com或递交至北京科技园拍卖招标有限公司，征集组织机构收到登记表后，再将资格预审文件的下载密码发送给应征申请人，应征申请人应按资格预审文件的要求提交书面申请文件。

  Applicants who intend to participate in the solicitation for design proposals must first download the registration form from the website of Beijing Science and Technology Park Auction &Tender Co., Ltd.(www.bkpmzb.com).After completing the registration form, applicants should email the Word version to kjysanbu@163.com or submit them to the Organizer of Solicitation.After receiving the registration form, the Organizer of Solicitation will send the download password of the prequalification documents to the applicants.Applicants should submit the written prequalification application documents in accordance with the requirements of the prequalification documents.

  获取资格预审文件的时间为2021年5月18 日至2021年5月 28日17:00 （中国北京时间，下同）。北京科技园拍卖招标有限公司网站将于2021年5月18日上午9:00开通。

  The time for obtaining the Prequalification Document is from May 18th, 2021 to May 28th, 2021 (Beijing time, the same below).The website of Beijing Science and Technology Park Auction & Tender Co., Ltd.will be accessible on May 18th, 2021.

  6.资格预审申请文件的递交

  6.Submission of Application Documents for Prequalification

  资格预审申请文件递交的截止时间为2021年6月2日下午17时00分，申请人应在递交截止时间之前将资格预审申请文件递交至征集组织机构。主办单位和征集组织机构将拒绝接收逾期送达的资格预审申请文件。

  The deadline for submission of application documents for prequalification is 17:00 on June 2ed, 2021.The Applicant shall submit the full set of the written application documents for prequalification to the Organizer of Solicitation before the deadline for submission.The Sponsors or the Organizer of Solicitation will reject any such documents that arrive after the specified deadline.

  7.资格预审公告发布媒体

  7.Media Releasing Announcement on Solicitation

  本公告在中国招标投标公共服务平台（www.cebpubservice.com）、中国政府采购网（www.ccgp.gov.cn）、北京丽泽金融商务区管理委员会官方网站（www.lize.bjft.gov.cn）、中国风景园林学会网站（www.chsla.org.cn）、北京科技园拍卖招标有限公司网站（www.bkpmzb.com）同时发布。本公告的修改、补充以在以上网站发布的内容为准。

  This announcement will be published on the China Tendering and Bidding Public Service Platform (www.cebpubservice.com), China Government Procurement Network (www.ccgp.gov.cn), the website of Beijing Lize Financial Business District Management Committee (www.lize.bjft.gov.cn) and the website of the Chinese Society of Landscape Architecture (www.chsla.org.cn).The amendment and supplement of the Announcement shall be subject to the contents released via the websites aforementioned.

  8.其它条款

  8.Miscellaneous

  8.1应征设计补偿金

  8.1 Compensations for Designs Proposals

  主办单位将向按征集文件的要求在规定的时间内提交了有效应征文件的应征人支付应征设计补偿金，金额为人民币40万元（含税）。

  The Sponsors will pay compensations for design proposals in the amount of RMB 0.4 Million (including tax) for any Participant that has submitted valid Responsive Documents within specified time frame as required per Solicitation Documents.

  8.2当应征人出现下列情况时，主办单位不予支付补偿金：

  8.2 The Sponsors will not pay any compensation when Participants are under the following circumstances:

   (1) 应征人未按规定时间提交应征文件；

    (1) Participants fail to submit the application documents within the specified time;

   (2) 应征人提交的应征文件经专家委员会评审被认定为未对征集文件要求作出实质性响应；

    (2) The Response Proposals submitted by Participants are judged, upon the review of the Jury, as not substantially responding to the requirements of the solicitation documents;

   (3) 应征人被取消应征资格。

    (3) Participants are disqualified.

  8.3奖项和奖金的设置：本次方案征集设优胜奖2名，奖金为人民币10万元（含税）。

  8.3 Awards and prize settings: There will be two winners in this solicitation, and the prize for each winner will be RMB 0.1 million (including tax).

  8.4征集后续工作：获得优胜奖的应征人需对设计方案进行优化。

  8.4 Follow-up work for the solicitation: The winning Participants shall improve the design proposal.

  8.5适用法律

  8.5 Governing Laws

  本次征集活动本身及与本次活动相关的文件所适用的法律和法规仅为中华人民共和国的法律和法规。

  The solicitation per se and any documents relating thereto shall be governed only by the laws and regulations of the People’s Republic of China.

  8.6语言

  8.6 Languages

  资格预审文件以及与资格预审文件相关的补充文件和澄清文件均使用中文和英文书写。在中文与英文的意思表达不一致时，以中文为准。

  Prequalification Documents and supplementary and clarification documents related to Prequalification Documents are written in both Chinese and English.In the case of inconsistent expressions in both Chinese and English, the Chinese version shall prevail.

  本次征集活动使用的工作语言为中文。

  The working language used in the solicitation shall be Chinese.

  8.7解释权

  8.7 Power of Interpretation

  本次征集活动的最终解释权归主办单位。

  The Sponsor reserves the power of final interpretation in view of the solicitation.
